Of course, the tech is only transmitting on 2m. Same is true for even novices (one ham in Bellevue has his HEO sat station coupled to a 220Mhz repeater, so all (including novices) can work the satellites! Same is true of coupled repeaters (say 2m and 10m). In fact, sats are an excellent way to introduce techs to DX. Certainly worked for me as a class B in the UK! About the problem of transmitting on 10Meters through RS10: I am a no-code ham, and i wished to "test" some satellite communications before buying a better equipment. The easiest way was RS10. I also wondered if it was legal. I looked for an answer in many books.. No answer !! So i phoned the REF , and talked to them about my problem.. The answer was (in fact): You don't have the right, but you can do it.. This is a french point of view ! And that maybe explains why nobody deals with this problem in books..
